Beijing Entry-Exit Inspection and Quarantine Bureau (Beijing CIQ) is the competent authority designated by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), to perform inspection and quarantine work in Beijing area according to the relevant laws and regulations.

Beijing CIQ was established in August 10 of 1999 on the basis of former Beijing Sanitary Quarantine Bureau, Beijing Animal and Plant Quarantine Bureau and Beijing Import and Export Commodities Inspection Bureau. Beijing CIQ conducts the entry-exit sanitary quarantine, animal and plant quarantine, inspection, appraisal and supervision of import and export commodities in Beijing area according to provisions of the Laws of the Peoples Republic of China on Import and Export Commodity Inspection, on the Entry-Exit Animal and Plant Quarantine, on Frontier Health and Quarantine, and on Food Hygiene.

Ever since its establishment, Beijing CIQ has been abiding by the principle of “strict law execution; effective supervision; prompt service for entry and exit; and scientific management”, so as to form an integrity of law enforcement, technical support and technical service for inspection and quarantine.

Beijing CIQ consists of 18 divisions, mainly engaged in Law Execution and General Affairs; Health Quarantine; Animal and Plant Supervision; Inspection Supervision; Foodstuffs Supervision; Inspection and Quarantine Clearance; Certification and Registration Supervision; Animal, Plant, and Foodstuffs Inspection and Quarantine; Industrial Products Inspection;  General Inspection and Quarantine Affairs. Branch bureaus and agencies of Beijing CIQ have been set up in Beijing Capital Airport, Fengtai District, Beijing Economic and Technological Development Zone, Shunyi District, Tongzhou District, Chaoyang District, Beijing West Railway Station, and Beijing International Exhibition Centre. Besides, Beijing CIQ has set up subordinate technical and service units of Inspection and Quarantine Technological Center, Healthcare Center for International Travelers, Center of Quality Certification, Rear Service Centre, Animal Isolation Yard, etc. These divisions and branches have formed a comprehensive supervision and administration system for entry-exit inspection and quarantine.

Up to now, totally 732 staff members are working in Beijing CIQ, including 117 doctors and masters, 422 bachelors, and 92.6% of them have received high education from academy. They specialize in mechanical engineering, electronics, chemistry, textile, food, biology, plant protecting, veterinary, preventive medicine, clinical medicine, computer and so on. These professional and experienced personnel give full play to their knowledge and specialty, to ensure the smooth implementation of inspection and quarantine. 

Beijing CIQ puts emphasis on improvement of the staff’s political accomplishment and professional ability through various education and training. It has fostered a team who is firm and steadfast, professional and honest, and then forms the Beijing CIQ spirit of being “united and advancing, initiative and innovative, practical and honest, selfless and devoted” which lay a firm foundation for the development of Beijing’s inspection and quarantine work.

Beijing CIQ is persisting on the policy of “promote the inspection and quarantine activities on the basis of science and technology”, and has been reinforcing the inspection, quarantine and law enforcement with a strong back up of its scientific and technological capabilities. In recent years, Beijing CIQ has hosted and taken part in 25 state-level research items, such as “863”, “973” and “10.5” projects; 55 research items assigned by  AQSIQ, especially the international and state level subjects of BSE detection, AI detection, research of SARS coronavirus gene complex chip, and inactivated SARS virus vaccine for humans. Beijing CIQ has formulated 15 national standards, and 83 inspection and quarantine standards. A post-doctor station has been established in Beijing CIQ, to perform specialized research in the related scientific and technical fields.

Beijing CIQ possesses a number of advanced laboratories. Among them, the Cashmere and Cashmere Products Test Lab, Food and Cosmetics Test Centre, Toy Test Centre, AIDS Detection Lab, BSE Lab, Machinery and Electronics Lab, Animal Quarantine Lab, Plant Quarantine Lab and Metal Materials Lab are entitled as the state-level or regional key laboratories by AQSIQ. The BSE Lab is the only one within the circle of AQSIQ; the AIDS Lab is the only one designated by AQSIQ to perform HIV detection and confirmation; and the BSL-III Lab is also the only one approved by AQSIQ to test SARS virus. The Quarantine House in Beijing Capital Airport is the first one in the entry and exit ports of China. All these laboratories have been accredited by the state metrological authority and China National Accreditation Board for Laboratories. They are providing technical support for inspection and quarantine work, doing the entrusted inspection and test, and issuing test reports to the government departments in concern and to other entrusting organizations.  Beijing CIQ laboratories are equipped with world level advanced instruments, such as the scanning electron microscope, liquid-mass chromatograph, laser interferometer, liquid chromatograph, gas chromatograph, gas-mass chromatograph, micro-organism auto analyzer, micro-organism tracer, plasma emission spectrometer, automatic rapid immunity analyzer, automatic bio-chemical analyzer, automatic enzyme meter, and so on, which are valued at about one hundred million.

For the purpose of accelerating the speed and efficiency of port clearance, Beijing CIQ has pushed forward the work of “express clearance”, and started the “three-E” project of “electronic declaration, electronic transmitting, and electronic issuing of certificates”. For the purpose of realizing the electronic inspection and quarantine in China, Beijing CIQ has been exploring and implemented the renewed “three-E” project of “electronic declaration, electronic supervision, and electronic release”. Beijing CIQ takes the lead in the systems of “air freight cargo declaration before landing”, “inspection before declaration”, “centralized verification and immediate release”, “green channel” and direct release between Beijing and Tianjin, which have fastened the port clearance speed and brought about convenience to the foreign trade enterprises to improve efficiency, and lower their costs. 

Beijing CIQ has been exploring the ways of reform on supervision models in order to meet with the request of WTO. They put the supervision ahead of the whole process of production, focus on the origin and key links of production, and urge the enterprises to set up perfect quality control systems. They implement the regulations of classified management to ensure the quality of export commodities. Moreover, they help the enterprises involved in export food production, to apply for registrations overseas and have received official audit groups from the United States, European Union, Singapore, Japan, Korea, Switzerland, Malaysia, Russia, Hong Kong and Macao.

Beijing CIQ constantly strengthens the consciousness of service, and takes its advantage on information, technology and intelligence. Beijing CIQ has carried out research works of inspection and quarantine techniques, and provided all kinds of service and support for the development of the enterprises by giving them the up-date information of standards and technical requirements from overseas. Beijing CIQ insists upon the principle of “settle special cases in a special way, and solve the urgent cases promptly”, to perform inspection and quarantine on weekends by appointment, to simplify the procedures of declaration for inspection and quarantine, and to promote the construction of the administrative system by computer-web, to make full use of the government web station for administrative affairs and information publication. Beijing CIQ has really made all efforts to provide the best service and solve problems as much as they can for the customers. Beijing CIQ has set up close relations with the important enterprises and giving priority to some commodities from these enterprises. Beijing CIQ tries hard to reinforce construction of the Communist Party and fight hard against corruption, and make the government affairs public. They also accept the public supervision to set up an excellent image of law-enforcement.

Beijing CIQ, abiding by the principle of “being faithful and responsible, safeguarding the country and protecting the people”, performs inspection, supervision and administration strictly within the framework of the law.

During the past five years, Beijing CIQ has accomplished 470,000 lots, valued 24.5 billion US dollars, of inspection and quarantined affairs, of which, 400,000 lots of import and export commodities, valued 22.4 billion US dollars, have been inspected, and 2881 lots were found unqualified; the claimed amount of compensation was 93.65 million US dollars. Beijing CIQ has conducted property evaluation and appraisal for foreign investment enterprises, ferreted out 31.10 million US dollars of false declaration.

Beijing CIQ has inspected and quarantined 70,000 lots of animals, plants, and their products, valued 1.3 billion US dollars; detected 13 cases of mouth-and-foot disease, AI and other animal infectious diseases of Category I and II; 281 cases of Category I or II plant diseases, such as pine wilt nematode, codling moth, and 2600 lots of other plant diseases; seized a large quantity of illegal entry of animals, plants and their products.

260,000 entry and exit travelers have been monitored by Beijing CIQ for infectious diseases. 60 persons have been found as HIV infected cases, and 6014 persons are found with other diseases.

Beijing CIQ has issued 40000 copies of Certificates of Origin, covering the value of 1.7 billion USD; 190000 copies of certificates of GSP Form A, covering the value of 6 billion USD, which helped the export enterprises to acquire 300 million USD of preferential duties.

The tendency of global economic integration has facilitated the development of world economy; and after the entering into WTO, China has increased its foreign trade and communication with other countries. Ever since the beginning of the 21st century, the entry-exit inspection and quarantine authorities of China has been playing a more and more important role in protecting the development of national economy and trade, to guarantee the safety of industry and agriculture, and to ensure the rights and interests of the customers. Beijing CIQ shall form a first-class team with the most vigorous spirit and the most advanced equipment, to provide the best service, and create fruitful achievements, to protect the grant gate of the country, and to serve for the capital of China.
